Is the Black Film on a Balcony Mold?
On an open rail it is usually a surface film. Inside a wall it is a different problem, and this visit does not open walls.

Mold on a balcony, the black film owners photograph on a rail or a shaded slab, is usually sitting on the surface. A detergent wash and a dry-down take that film off hard surfaces. Growth inside a wall, a ceiling, or a soaked cushion core is not the same thing, and a balcony wash does not open a wall. Bay Balcony cleans the film on the rail, the shoe, and the slab in St. Petersburg and Tampa. We do not test the air.
Where does the black film actually sit?
Look at the shade. A north rail in a Tampa tower, or a lanai that never gets a breeze in St. Petersburg, stays damp after a night of humidity. The film starts in that damp, on the coating, the shoe, and the concrete the chair covers. It is a map of where water sat, not a map of which floor you live on.
Pinellas and Hillsborough summers do this on a schedule the weather service already describes: warm, humid, with frequent storms from late May into early October on this side of the state. The film follows the water. A Beach Drive rail that the squall rinses can look cleaner than a covered Channelside corner the rain never touches.
Places that are often or always damp can be hard to maintain completely free of mold.

Detergent and a cloth take off what is sitting on metal, glass, and concrete. They do not pull a stain out of a cushion core, and they do not treat a wall cavity. If the black is on the paint of the ceiling inside the unit, that is not this visit. The photo is enough for us to decline that job before a day is set.

Why does painting over it fail?
Because the film is still alive under the paint, and the paint lets go. That is not a painter's opinion we invented. It is the cleanup guidance: paint applied over moldy surfaces is likely to peel. Wash first, let the surface dry, then paint if painting is even your job. On a tower rail, painting is usually the association's, not the cleaner's.

Does bleach belong on a balcony rail?
Not as a flood, and not aimed at the scupper. A bleach rinse that leaves the slab becomes the unit below's problem and, if it reaches a storm drain, a different rule. The visit is detergent, a wipe, and a surface that can dry. A lanai with the screens shut will not dry. Crack the slider or expect the film back.

How fast does it come back in these two cities?
As fast as the surface stays wet. A recurring visit is the same rate, not a penalty for humidity. Old Northeast shade and a Hyde Park oak do the same work as a downtown soffit: they keep the rail from drying. Name the shade when you text the photo. It changes the schedule, not the price. A renter in a downtown St. Pete walk-up and an owner on Harbour Island send the same kind of photo. The film does not care about the lease. What we need is the corner that stays dark after the rest of the rail has dried, because that corner is where the next film starts.
We do not tell you a health result from a photo of a rail. Fresh film on an outdoor surface is a cleaning question. A large accumulation inside a soffit is a different trade. The storm page is where to start if the film arrived with standing water.
What should the photo show?
The rail, the corner that stays dark, and whether the screens were shut. A close-up of the film and a wide shot of the balcony are enough. Say if anyone in the unit has asked for a test. We will not pretend a wash is that test.

Is balcony mildew dangerous?
We do not make a medical claim from a photo. A surface film on an outdoor rail is a wash. A large accumulation inside a building cavity is a specialist's job, and we will say if that is what the photo shows.
Will it stay gone after one visit?
Only if the surface dries and stays dry. Humidity in these cities puts the film back on a rail that never sees sun.
Do you use bleach?
Not as a flood toward the drain. Detergent and a dry-down are the visit.
Is the black film on the glass the same thing?
Often it is the same damp film. Glass is washed and squeegeed. A spot that catches a nail is damage, not film, and we will say so.
Can I paint the rail after you leave?
Only once it is dry, and only if the association allows you to paint it. Paint over a live film peels.
Does a renter book this, or the owner?
Whoever the building allows to book a vendor. The rate does not change with the name on the lease.
